Paid types are billed by Neo4j to your Aura account. Free instances have fixed size and regions.
Safe to repeat: every statement is IF NOT EXISTS. Then deploy the API with the files in your ZIP's Deploy/ folder (Cloud Run, Azure Container Apps or Docker), setting Neo4j__Uri, Neo4j__Username and Neo4j__Password.
